Philippine Bible Society Announces New General Secretary

Philippine Bible Society is pleased to announce the appointment of Mrs. Victoria Esperanza (Perry) Z Cartera as General Secretary, effective from July 1, 2021, succeeding Dr. Nora Lucero, who is due to retire.

Mrs. Cartera has served the Bible Society for 31 years in various capacities, including Business Manager, Finance and Administration Secretary, Production Secretary, Sales and Distribution Secretary, Publishing Manager, Marketing Manager, and Associate General Secretary/Treasurer. She has also managed Bible Society work in Micronesia since 2018.

A Certified Public Accountant, Mrs. Cartera holds a Bachelor of Science in Accountancy from the Polytechnic University of the Philippines. She is also completing her Master’s Degree in Christian Education at the Asian Theological Seminary and is a certified Master Trainer for the Trauma Healing Institute of American Bible Society.

In her brief time outside the Bible Society, Mrs. Cartera served with various other NGOs. She was Director of Finance, Administration, and Resource Mobilisation at the Alliance of Philippine Partners in Enterprise Development, Administration Manager at My Hope Philippines, and a consultant at Sowers of the Word Ministries. She was part of the team which organized the first microfinance bank in the Philippines – the Opportunity Microfinance Bank – and served as its Vice President for Operations for three years. She also worked as Senior International Field Representative of Operation Christmas Child for Samaritan’s Purse for 10 years.

With her deep love for the Lord and passion for his Word, Mrs. Cartera has expressed her commitment to make the Philippines Bible Society responsive to the demands of the contemporary world, by making Scripture more accessible online, for distribution and engagement in digital format. This is in line with its mission and vision of ‘Making the Bible known’ and to see ‘a transformed Filipino people through God’s Word.’

Mrs. Cartera’s predecessor, Dr. Lucero, has served the Philippines Bible Society for 42 years, 18 years as General Secretary. Dr Lucero was also chairman of the United Bible Societies Global Council from 2009-2011.
